Strengthening and Democratizing the U.S. Artificial Intelligence Innovation Ecosystem: An Implementation Plan for A National Artificial Intelligence Research Resource

This month, January 2023, a landmark document titled Strengthening and Democratizing the U.S. Artificial Intelligence Innovation Ecosystem: An Implementation Plan for A National Artificial Intelligence Research Resource was released by the National Artificial Intelligence Research Resource (NAIRR) Task Force.

The NAIRR Task Force was developed in response to the National AI Initiative Act of 2020 as a Federal Advisory Committee co-chaired by the National Science Foundation and the White House Office of Science and Technology Policy. This Task Force was asked to investigate the feasibility of establishing and sustaining a NAIRR and propose a roadmap detailing how such a resource should be established and sustained. The final report, linked above, is the culmination of an 18-month-long consultative process, and takes the form of a detailed roadmap and implementation for the NAIRR. 

This plan augments the vision put forward in the Task Force’s interim report, and describes an approach to establishing the NAIRR that builds on existing and future Federal investments; designs in protections for privacy, civil rights, and civil liberties; and promotes diversity, inclusion, equity, and accessibility. The report lays out a phased approach to stand up the administration, policies, security framework, and infrastructure that would support the full spectrum of AI research – from foundational to use-inspired to translational – and workforce development. The plan charts a path toward a future in which AI innovation can responsibly fuel discovery, innovation and economic growth across America, all the while ensuring more Americans can be involved in shaping the future of AI.
